The National Transport Commission (NTC) is currently reviewing the investigative and enforcement powers under the Heavy Vehicle National Law (HVNL) and their application by enforcement agencies. The NTC has released a discussion paper that sets out the current regime, identifies potential barriers to achieving the policy intent of the regime and proposes legislative and operational reforms to improve the effectiveness of the regime.

The NTC is currently calling for stakeholder feedback on the potential reforms. Submissions will be accepted until 4.00 pm Friday 9 December 2016. Following receipt of stakeholder submissions, the NTC will prepare a policy paper with recommendations for transport ministers’ consideration in May 2017.
